She's just overlooked because she doesn't bring much special to Water/Ground. Stats are low, like Quagsire and Gastrodon, but she doesn't bring great abilities like Unaware, Water Absorb, or Storm Drain.
She's got decent bulk though and some interesting coverage. Dragon Dance is the main allure.
The designs of both Barboach and Whiscash are great though.
