Like the other anons said, popularity doesn't seem to have much of an impact in their choice.
On that note, removing them for the purpose of balance wouldn't make much sense, either, since that would mean some Pokemon will literally never be in any future games due to being OP.

So my opinion on the dex cut is that there's not really any reason for it, that we haven't seen anything to justify its existence, and that everyone's flipping coins to find out if their favorite Pokemon are in the game or not.
Fuck, they should've either A: cut a fuckton more and made the game SSS+ perfect, or B: allowed them all, even if it means delaying the game.

If your favorite is a Gen 5 Turner Pokemon then its safe. The Garbodour Line and the Vanilluxe line all polled in the bottom tier of popularity but they got in.

I would say the Elemental Monkeys are also guaranteed since people hate them as well.
