it's meant to be a heel. It is at it's most powerful when it is hated. It has been hated and hated but the more powerful and popular it became. I can't think of one Pokemon more based in history.

How's Rowlet relevant to anything at all? It's clear we're discussing final forms only and Rowlet being popular has nothing to do with Decidueye. By this logic I can say Popplio is the least popular since both Litten and Rowlet are above it. Not like the poll released right after the games released is relevant at all nowadays

To add to that the only time I saw smashfags complain about it was when it was revealed both because it debunked the grinch leak and because it was a pokemon rep as the last reveal. If it was Decidueye it would've gotten the same reactions

But on serious note, that only means Incineroar as itself has more dedicate fans than Decidueye itself, and the fact that 2 member of the Litten line made top 14 means the line itself is already very popular.

Nintendo Dream polls usually let you vote for 2 or 3 characters, so that's likely what happened here
Makes sense too, Rowlet is based but Decidueye is godawful and pretty much looks nothing like its pre-evos
