Legpiss DID fix most of it's graphical errors before release though. The only thing they didn't fix was purposeful garbage like the Captain using cut animation being a reference to the GB games. Even though it looked pretty ugly.

Considering the 3DS games, LGPE looks great, it might not be BOTW kinda great, but is more than fair.
You are comparing a secondary (not mainline) 'remake' of Pokemon Yellow with a new entry in the mainline series. The first one is not 'supposed' to have all the pokemons.
I haven't read anyone say that, only that they might fix the dex with DLC's.
