Yes, the majority of the people who work there at least. In my country those companies get some dupport from the government to compensate for those people. Don't know how this works in Japan though

The Pokemon Company owns Pokemon. The Pokemon Company is a 3 way partnership between Nintendo, Gamefreak, and Creatures Inc.
It's confirmed Nintendo owns 32% of the company, it's unknown how much Gamefreak and Creatures split with the remaining 68%.
