It has QD and a decent enough movepool plus Ice STAB... Those stats are so unimpressive, though... and Bug Ice is possibly the worst defensive type in the game, you're almost forced to run boots

For Christ's sake it's not frail. With its ability it has the equivalent of Regice's special bulk which lets it setup QD VERY easily on any non-Fire special attacker.

Steel, rock and flying special are very uncommon, so there are plenty of opportunities for that.

It's good for a multitude of reasons: Fake Out, Intimidate, Knock Off, High attack, good bulk...
Its low speed is actually a boon for U-Turn and it can potentially operate under Trick Room, too.
