The best I can surmise is that either she’s a ghost, or the fairy type Pokémon are behind it. The town where you find Frank is full of them and an NPC mentions that fairy types like to play tricks and such

if you go back to that spot after delivering the letter, there's nothing there but you can press A to hear her say "thank you". you also find a reaper cloth. it's pretty on the nose.

I think the implication was that she died as a kid, shortly after the old guy moved. That's why she has fond memories of him, her life was short so her childhood friend was more important than it would be for an adult.
