Only on a gameplay level but keep in mind one of the woest starters gameplay wise is typholsion which is fairly popular while incineroar was meta as fuck but was generally seen as "ok"

Rillaboom is the best designed by far. It still looks like an animal, has traits of its typing that are well-integrated, has a recognizable silhouette and it has a gimmick that makes sense given what it is.

Rillaboom has a similar build overall to Incineroar, which dominated the previous doubles meta. Cinderace is similar to Greninja which instead was niche at best. Granted, Cinderace will be a bit better since it is stronger, but bulky offensive supports have always shined a lot more than fast glass cannons in doubles.
