Huge stretch but gen 2 is like the smash bros brawl of pokemon, only the most dedicated degenerate players will play that shit unironically because gen 2 is like chess where shit has to be thought ahead unless you love losing because gen 2 is also infamous for being stall-y even though the meta is more like Bulky offense, none the less people don't like how long gen 2 games take, i remember watching smogon classic gen 2 a while back and a match lasted a whole fucking hour. Only in gen 2 you see hourly long matches

It doesn't help that if both players suck it's easy for nothing to get done and that contributes to people calling it stally. GSC between good players is probably the best singles has ever been though

Worse is when people waste their valuable self destruct on a very obvious ghost-type on the back and boy is teambuilding in GSC not super constricted as fuck like Phazing being mandatory for everyteam unless you want to get 6-0'd by Curselax or Misdreavus, And people say mandating ice-type coverage for landorus is bad when GSC had you mandate for ways to deal with the electric legendaries, snorlax, phazing and especially ways to wallbreak/deal with wallbreakers.

This is the only meta I watch replays of because it has none of that ability/gimmick bullshit later gens have and because it's not broken unlike Gen 1.

I can give you the pokemon variety because you don't see a GSC team without that fatass Snorlax but the moveset variety is another thing, we all know and love Curselax but Snorlax goes above Landorus-T's levels of versatility, all of the broken mons in gen 2 were unpredictable on their sets because even if you can prepare for the best/most common sets, you can get caught off guard by an unset that somehow works because that's how tough the world is in gen 2 OU.

Curselax is a meme because Snorlax has multiple usable sets. The Curse set is the most lazy one and usually every team has a hard counter for it, so it's not nearly as popular as people make it out to be.

You don’t play chess without the queen. The closest mon to Snorlax defensively is Blissey and obviously that replacement isn’t going to make the game more fun for anyone. I’d read Borat’s guide on the Smogon forums if you have the time:

Zapdos and Raikou are the second and third best Pokémon in the tier respectively, Jolteon has Baton Pass but is a distant third on the whole. Which legend you use comes down to what your team needs, in general Zapdos is the more offensive pick (can manfight Snorlax with Thunder in a pinch, Spikes immune, better Ground matchups) while Raikou is more of a special wall (Roar, Electric resist for opposing Zapdos/Raikou/Gengar, better Charizard matchup) but you can viably mix and match their sets or even run both of the build calls for it.
