Because that's 1v1. If you were allowed to use more pokemon against such a super boss (which would actually make sense since it's not an official match between trainers but a battle against a dangerous threat so logically you'd even use more pokemon at once) they would work.

My Incineroar was around level 58 iirc. Necrozma is on 60. I didn't fight any wild pokemon.
