I tried to make this list based on a mix of their personality (or lack thereof,) their aesthetics, the theme of their gym, the involvement they have in the story, and
how much they make me coomThe tiers are roughly ordered from most to least favorite reading from left to right. S tier-B tier are all characters I actually like, whereas beginning with C tier it becomes characters that aren't awful, but also haven't really grabbed me. D tier are characters I really don't care for.
I was so surprised how many characters from older games I rated poorly. But when you really think about it most of them aren't fleshed out and have bare bones/stupid themes.
Not on the tier list: Cheren, who would go in the A tier.
