Neither Chansey nor Slowbro can Wishpass (most important point here)
Both are susceptible to passive damage, Chansey in particular.
Neither is as potentially versatile as Clefable.
Both are more passive than Clefable, again Chansey in particular.
Chansey suffers from harsh 4MSS because it struggles to choose between Toxic, Thunder Wave and Aromatherapy.
Regardless, before gen 8 came out a new policy was codified that basically said to avoid move and ability bans before having proven conclusively that they are needed, or having exhausted other options that involved banning Pokémon (partially because doing this willy-nilly fucks up lower tiers, you are cucking UU out of Teleport Arcanine for no reason for example). Recently, this policy was invoked in UU which needed to do something about sun; instead of banning Drought as in previous gens they banned Venusaur and mostly mitigated the issue with sun. So, if Teleport Clefable is still broken post DLC, it will be suspected and eventually banned before Teleport, and even Slowbro and Chansey (assuming they are even problematic which I am not convinced of for the reasons stated above) would be suspected before Teleport most likely.
