Stall teams lack tradition wincons and have no breaking power of their own, besides trappers (usually one of Dugtrio, Gothitelle, Weavile, or Tyranitar when they were legal/pursuit existed)
The trappers themselves are not used to break but instead to remove threatening wallbreakers from the opponents teams.
Stall teams are designed to "not lose" rather than win, which is why stall vs stall mirrors often reach the turn limit, because there is often times nothing they can actually do to threaten each other.
