It's a new tutor move that came along with the Isle of Armor DLC, the move itself is a Ground Type Scald.

A ground type attack introduced in the new DLC that has a chance to burn.

As a ground move, volcarona likes it to hit heatran, a mon that otherwise completely sponges every other attack it could go for.

Volcarona is a tanky setup monster with quiver dance. Its physical def has always been lacking and heatran walls it. Ground scald not only checks its counter, but adding burn can sustain the moth.

Well I guess it could burn excadrill or zeraora while also hitting them for super effective damage, but only on predicted switchins, I don't think hydreigon can afford staying in on them to fish for a burn.
