To me, it seems that they saw how successful Go was by staggering out the Pokemon releases every 6 months, and how they've managed to artificially extend the lifespan of a game that honestly has very little actual gameplay.
Game Freak eats that shit up.
The fact that Let's Go blatantly uses the same engine, on the same hardware, and has a good 50 Pokemon that are unavailable even in Crown Tundra, shows that it wasn't JUST because it required extra work to port the models. There was absolutely a money-making angle to it.
