None of the Sinnoh starters are missed. They generally just plain suck and have never really been useful in any way in any past generation. In a world where Cinderace exists, Infernape is trash and Torterra was always trash so the only *potentially* relevant gen 4 starter is Empoleon who could be okay almost entirely because of the unique and good type combo but isn't exactly going to be great. The only realistic choices from the start were gens 3 or 6 both of which have collectively decent starters reasonably in line with the good set we have from Kanto/Alola/Galar.
