What moves would you give Jolteon that would make sense for it to have and buff it competitively?

Other than that just give it grass knot, a lot of non grass type learn it, if I have to be asinine about it there's flash cannon, it got spikes that can function as the 3 points to start the laser.

Jolteon body type is so awkward one cannot think of good existing moves that would be better on the other eevees.

Flamethrower, Fire Blast and Overheat I wouldn't mind but that's kind of Manectric's niche so some might not agree with me.

Some people are cucked when I use it on rain teams with weather ball. One even accused me for using a broken mon.
