It legitimately isn't.
Pinsir is, easily. No major trainer uses it, it's retarded to get, and it's basically just worse Scyther. I'm pretty sure everyone forgot Pinsir existed until Mega Pinsir was a thing and then after people said it was strong in competitive it dropped completely the fuck off

Of all the gen 1 pokemon, I forget about seel/dewgong the most. Even Seaking is more memorable.

If seel had been obtainable early it would have actually had some use. Golduck and Kingler are in the same boat in gen 1, they have mediocre stats and Psyduck/Krabby are only catchable after you get Surf towards the end of the game.
All 3 of those mons and Goldeen should have been catchable with Old Rod IMO.
