I'm amazed you were fighting someone dumb enough to put quick claw on a Meowstic, however it used a negative priority move. Whatever it may have been I'm not sure. I don't play Gen 8 since gen 8 a shit so I don't know if anything got changed but that's what it looks like.

Prankster is +1 priority, and Quick Claw only moves you to the top of your priority bracket.
Meowstic probably used a move with -2 or more priority.
