I think Decidueye and Incineroar were in an early race for most popular during Gen 7
But TPC probably saw more potential with baracat and started to push it more to capitalize on it

what makes gamefreak ignore the first and second stages of starters and only care about the final forms?
pretty sure the first forms sell merchs the most because they are generally the "cute" pokemon and that's why they have more merchs than their final forms (with exception of Charizard and Greninja ofc)

Japan voted Intellion the most popular Galar starter but Cinderace was 2nd
so yeah, fire starters aren't the most popular starters of their gens since Blaziken

Not until Smash, which was way after the fact. Cross promotion was actually pretty good about giving all the starters focus. They all got deluxe figure packs, various ones appeared in SM/USUM promo art and hell, the owl even made it into Pokken.
I admit the rabbit seems like it has bias from the get-go.

They... don't? First forms are almost ALWAYS the most heavily marketed since they make good merch bait.
