It's resisted by many but it's also supereffective on two of the most important types and neutral to many significant ones. Besides, a move that strong coming from such a high attack stat and with priority will always be insane regardless of typing. Even as a normal type move it would be too much

Grass has always been an extremely common hidden power type, just because there's almost always at least one Pokemon in the meta who's ONLY weak to grass (like Swampert or Rotom-Wash).

Venusaur HA was an improvement but again just like Serperior it took to long for Saur to get earth power.

Rilla is considered the best out of the 3 due to having the highest ATK stats for grass starter.

Rillaboom being so strong was a complete accident.
He'll almost certainly be nerfed next gen and Shillbunny will get some kind of buff to make up for being outperformed so hard.
