Looking at the stats and ability it seems like this is just a direct upgrade to snorlax, who unlike him has great physical defense as well as special.
Lickilicky doesn’t have any reliable forms of recovery other than rest, and with his defenses and speed makes me think he would be a solid curse+rest breaker, much like snorlax is in ru.
Stall teams in particular would get fucked pretty badly by him. His bulk is enough to wall the majority of the unboosted tier, rest lets him dodge status, and his attack is good enough to stop opposing setup.

In summary, I think the biggest issue this evo would have is lack of recovery assuming the movepool stays the same. You could opt for wish + protect, but that leaves you really offensively weak, and now you can be worn down by status, unlike current wish passers clefable and blissey. With trick room you have the potential to pivot in on someone that can’t hurt you and belly drum (potentially 2 kills)
