In this game, Luisa is an exchange student in your class at school who comes from the Unova region. She hasn't been mixing all that well with the other kids, so you get assigned to be her friend. The school is the hub area for the first part of the game with the adventures and exploring being field trips. When you get close enough to her she reveals that when she left Unova she was forced to leave her best friend behind because Blitzle does not appear on the regional roster and thus could not be imported into the region when her family moved there. The rest of the game is you trying to convince the government to lift their ban on non-local Pokémon species, ultimately leading to you and her leaving the school area to go to the governing city to ask them personally because correspondence with them proved fruitless. The regional champion is the head of the government, so once you defeat him you force him to lift the ban on non-local Pokémon imports, returning Blitzle to Luisa and opening up your game to the transfer of anything from previous gens, which had been blocked for mons not in the dex during the campaign.
There may or may not be a sequel about the ecological disaster brought about from invasive species of escaped or released non-local Pokémon.
