Surge in the anime had a New York accent, not the same kind as Meowth's I think, so maybe you could make a connection there, but also the Harbor Master in the first Pokemon movie had a Carribean/Jamaican accent for no reason, Charmander's original owner has an Australian-ish accent, the one psychic in Sabrina's gym is Russian or Israeli, and Bill had a British accent despite being from Johto, so really when it comes to accents in Pokemon they just choose what they think would be best for the character and don't give much thought to the world as a whole, at least in the dub.
