Tbh yeah.
Cyndaquil does not evolve till level 38, which is circa around final Johto gym if you try to balance team building and levels and before evolution it's offensive movepool is limited to... Flame Wheel, Headbutt and lol Dig and Rollout. And it does not even have any good or interesting support moves like Chikorita has, pretty much only Smokescreen is interesting.

This is not gen 1, cyndaquil steamrolls the game, even miltank is easy with ONE smokescreen.

Get yourself a Magmar, it can do the same and much more and is not literally worthless for most of the game.

Cyndaquil fucking sucks and is de facto the worst Johto starter. Chikorita is nowhere that bad.

You can solo GSC with Chikorita, it's not even that hard.

It's not the best, it's just better than Cyndaquil.
Feraligatr is fully evolving at level 30 and has one of the best offensive movepools in the game. This thing is THE easy mode of GSC.

The only thing on that list worth caring about Chikorita over any other Grass type is the screens. And I love how headbutt is bad on Cyndaquil but AMAZING on Chikorita. Fuck off retard.

Also Geodude is easy to get. There's also a guy in Violet City who'll trade you an Onix and I think there's someone in Goldenrod who'll trade you a Machop. You've got more than enough options. Whitney is only hard when you're a kid bulldozing through everything with an overleveled starter because you don't know any better.

Because they picked Cyndaquil, used it exclusively with only damaging moves (even Smokescreen and a burn from Flame Wheel can drastically increase your longevity against her), and tackled Whitney without actually fighting every trainer you can run in the area beforehand so they were in their low to mid 20's.

Honestly you really only need Smokescreen too and you could replace it with Mud Slap to still have 4 damaging moves, Ember+Headbutt+Smokescreen/Mud Slap+whateverthefuckyouwant will result in Miltank almost always flinching or whiffing with Rollout, and if you're still scared you can gamble on Ember's burn chance to make it hit for even less on the few instances it actually connects.

all of this depends on you knowing whats coming before it happens. In that case nothing in pokemon would be difficult.

The reason why it had a reputation is because most people in 2000 just walked up to it like they did every other gym and got rolled once or twice by a rollout mechanic that they never experienced before. Of course anyone can "HURR DUUR USE SMOKESCREEN" once you've already figured out the gimmick

Even that's not completely true. Feraligatr didn't have Water STAB in GSC, so Cyndaquil was the best choice of Johto starter for GSC. Totodile is the best Johto starter in HGSS though.

That might be a meme but there is a legit reason why Whitneys gym has had notoriety.

The fact that people are specifically telling you "you have to have this move or catch this mon" tells you that, because from Gen 1 to Bugsy as long as you had a somewhat varied team you could just walk in any gym blind and be fine. The exception being the first two Kanto gyms if you picked Charmander I guess.

Rollout was also introduced Gen II and this is the first time you really encounter that mechanic. Its about context.

I took the Chikorita as a kid, without any knowledge of what gyms were coming. I got the game on launch day and the internet wasn't what it is today. I understood type advantages so when the game told me the first gym is birds I grabbed a Geodude and it was great with the first 2 gyms. Whitney was annoying but I eventually made it past that Miltank. Further gyms were no real issue since there are lots of good Pokemon available by then.
