Most devs work full time and only really get around to working on it a few times a week, some even more sparsely. Exact reasoning why varies between person.
Some people end up leaving due to personal issues altogether, some will even return after years of hiatus.
And of course, some just straight up burn out.
The best is when a new person joins the team and they have a great attitude and it just lifts everyone up and a ton of work gets done (this is happening right now).
There's always something being done but there's ups and downs in regards to dev speed.
tldr; a bunch of part time amateurs are trying to make a game on a scale that would take a professional team about 3-4 years (going off how long it takes for GF to make a new gen + third version).
