No I mean they deliberately lowered the Special Attack stat from Ursaring for seemingly no reason than to dump the extra points on other stats.
Could've honestly just kept the 75 base Sp. Attack desu, it doesn't reach pseudo-legendary tier and it's not like anyone's going special on that thing.

To keep his BST from getting too high for a non-legendary. His BST is 550, which is lower than Arcanine's 555, which was at one time the highest BST of non-legendary and non-pseudo Pokemon.

They did it with Beedrill because, as a rule (but only a rule visible to people looking through the game data) Megas gained exactly 100 BST. No Mega gains more or less than this, but certain ones like Mega Beedrill lose points in a stat in order to minmax the stats even more (because adding just 100 BST to Beedrill would still be a weak Pokemon, they also had to give him the most minmaxed ability possibleon top of that)

I personally really like Ursaluna. The design is a little unconventional, but I'm all for Ursaring becoming a mid evo and the final being quadrupedal. I have a shiny alpha Ursaluma on my team as a permanent member Nx I love it. Super fun Pokemon to use.
