This picture was shown alongside the "Pokemon SV will have Home connectivity" text, so the point is you can transfer mons to SV from PLA through Home.
They won't just have Hisuian mons wandering around this new region, just like there were no Alolan mons wandering around Galar. Regional forms don't get used like that.

Its easy to explain.
See what happened to horses and camels. They originated in the Americas, some migrated to Eurasia through Bering, and then went extinct in the new world. They survived in Eurasia.
Its probably similar. Some people from PokeSpain likely visited Hisui in the past, caught a bunch of them, the hisuian forms escaped into the wild and established populations.

Surely an easy way around it is a Safari Zone if they can be bothered to include one. Do it like the Great Marsh where it rotates daily and each day has something that mimics the conditions of each reason

>Day 1 has an Alola zone
>Day 2 has a Galar zone
>Day 3 has a Hisui zone

Not perfect for the forms like Corsola and Zoroark where they'd extinct but it helps explain the others

I will emphasize-- there is literally nothing wrong with using alternate universes as a plot point because it just enriches the lore and calls attention to the simple fact that there have been two versions of the game since the beginning.
Gen 5 is considered to have the best story for a reason.
