It's because your pokemon summoned a red lapras when it used surf

Because it uses the player's characters colour palette.

The player's palette is always red.
I don't know about GS, but Crystal could have fixed it with minimal issue.

Gen 2 was very rushed and this is just one example of it. You can also see it in how both fire starters have the same stat spread.

Orange Lapras would make for a better shiny than Purple Lapras desu. Would stand out nicely against the blue ocean

I'm gonna steal this idea for my hack. Having shiny Lapras match the male player is a cool idea.
