Is it a coincidence that Pokemon's massive downgrade in quality happened at the same time the franchise started to push the pokemon themselves aside and marketing the human characters more and more?

No single component of the franchise killed Pokemania either. The ACTUAL killer was sheer cultural circumstance and a few missteps from the franchise itself.

No, they shifted focus as early as when they first made the anime and TCG.
And then it went full-stop when everyone was onboard with localization and made a gargantuan marketing campaign that would later become Pokemania, all with the anime at the forefront.
