I have not run into this bug ever is it just an Azumarill thing? Because I don't have an Azu and it's the only thing I can think of.

Supposedly it's a bug with the damage calculation of Play Rough when the Attack stat is buffed. It shows the correct damage being depleted but still acts as though the non-buffed damage is done, and eventually the HP bar goes back up to match.
