Why are there two of them in Gen 1? I can understand the second one being another chance in case you accidentally killed the first one without saving beforehand but you are allowed to catch both. Meanwhile you get only one Eevee which you'd actually want to get multiples of forcing you to trade with two different people

I just think the player should be able to get Eevee before Celadon, getting it in the same city you get Evo stones feel pointless.

You're only thinking about the dex and not map design. Snorlax is a roadblock, it needs to be in both of those places.

Gen 1 was designed around when the player was intended to meet the available pokémon. No pokémon learns any decent level up moves until it passes the level the player meets them in the wild. Eevee was in the city with the evo stones, as they intended players to use them there and then (to help their team comp, depending on what they may need eg, Water if Fire starter chosen, Electric if Water starter chosen and Fire if Grass starter chosen). That the evolutions can miss out on moves, because players used Eevee for a while just proves they were added under that assumption.

I get it, but wouldn't hurt the game to get Eevee in Lavender, for example.
Would be nice for the player to train Eevee for a while instead of just getting it and just the stones right away.
I mean, you could just remove eevee from the game and let the player choose between Jolteon, Flareon or Vaporeon, wouldn't change that much.

You have two routes to same location that GF ideally wanted to unlock at the same time, to give players alternative paths through the game and bit of non-linearity. They could create some retarded, convoluted side-quest for one of the routes but consider that they already were struggling with space and time constraints so instead they put Snorlax in both places because it serves exactly the function they needed and as an event is unlocked by single item.

Obviously I doubt you'll understand because apparently you don't read shit but oh well.

This is related to one of the last Trainer Tips the game teaches you. On Cycling Road, you can read on a sign:

You likely just caught Snorlax if you're a good trainer. You will notice there are two and catch both of them (since they are limited) and then you compare their stats and may chose to train the better one of the two.
This Trainer Tip will come up later as a quiz question in Pyro's Gym.

Eevee on the other hand functions as a sort of secondary starter, by which I mean, you get to chose one per savefile and have to trade if you want to obtain all of them. See also the Mt.Moon fossils and the Karate Masters Hitmon.
The evolution stones are given immediately, because the evolution will have entirely different learnsets and you would be missing moves if you level up too fast. There was no move relearner yet. Eevee is not meant to be used in battle.

I understand wanting to save time and space by reusing the same mon for two different roadblocks, I just thought it was weird how the game is so stingy with other rare mons but lets you capture two and only two Snorlaxes, that's all. All other species you can either catch however many you want or only one per save file but only Snorlax comes in two. They could have one mysteriously disappear if you caught the other. It's not a big deal but it triggers my autism anyway

Snorlax isn't a legendary pokémon, nor is it a prize like Lapras and the Hitmon are, and it's not meant to encourage trading the way Eevee or the fossils are. It's just a roadblock in two areas and they wanted to give you a fair shot at capturing it without reducing its story significance by making it a common pokémon
