And even if they could change the policy on a whim, they have to present the implementation of the full roster as something hard to achieve to justify ever dexcutting(even if lies are necesary, that's the whole reason they even bothered to lie in the first place).
If they flip-flopped then people will ask for the natdex every game even more.
