I think it's pretty safe to say that gen 2 doesn't really have many pokemon that would fit right into a fighting game, but ill be going with Typhlosion and Heracross
For gens 3 and 4, i think im going with Absol and Staraptor, although im not sure
For gen 5 ill be choosing Serperior, Golurk and Volcarona. They're all pretty decently popular (Volc being a fan favorite) and seem like they could be interesting in a fighting game
For gen 6 ill be choosing Greninja, Sylveon and Tyrantrum because i think these 3 symbolize gen 6 the best, while also fitting a fighting game environment
As for gen 7, Its gonna be Lycanroc (with a mechanic that makes it cycle through forms throughout the battle somehow), Golisopod and Melmetal. Now, i do think Zeraora is more likely to be added than any of these, but the rosters about to be filled with speedy bipedal pokemon, as you'll see later
For gen 8, im picking Cinderace since that thing is just begging to be added to Smash already, ill also be picking Morpeko because of its interesting gimmick and Toxtricity
For gen 9, im considered Meowscarada, since it is my favorite starter in the game, but i came to the conclusion that Floragato would be much more interesting and well received, sort of like Braixen. My other picks are Tinkaton just because of how popular it is and Annihilape because of how much it reminds me of Akuma from SF.
