I'm sorry are you under the impression two hit moves have separate accuracy checks? Dual Chop works like Double Kick; if the move connects it hits twice. It always hits past Sturdy, Sashes, and Subs as long as the first hit breaks the Sub. It's still usually worse than Dragon Claw but your assumption is wrong regardless.
