Finding them at specific times and places is just a huge chore. I like that it gave some depth to their in life work schedules however. I don't remember if the game hints at their whereabouts and times.
I'd prefer something along the lines of doing a sidequest with them once and then doing a rematch by visiting their gym and maybe doing some apprentice battling. This way you're catching them DURING their work hours, not outside.
