The common "have the system be more of a party flavor thing by having it come off a bunch of pre-existing options"(or flat out just check if you have a valid match) is the better idea; but outside of the cut curse its a pretty easy thing to fix.
Don't have actual gutter trash(flash, rock smash) or stuff thats ultra niche(defog if we wanted to throw that into a game with its new effect) in the HM pile.
