Keeps the 30% flinch chance.
Does not regain the buff against Minimized targets from Gen 3.
New Effect: Leaves "splinters" in the target, which continue to deal damage for the next 3 turns only. Damage is 1/8 max HP by default, but Pokemon with certain abilities or types will shake off the damage sooner or be immune to it (haven't thought that far ahead)
