Maybe gen 8 if we’re talking smogon, it’s a more meticulous generation. A lot of hard hitting overpowered mons are banned which leaves the meta in a more balanced out landscape. There’s also no generational gimmick that you need to learn, and you get a good grasp on what most Pokémon do, rather than starting with learning ADV ou and having to learn how 7 other generations of Pokémon interact with each other.

By virtue of the amount of practice you can get, whatever one is the current one.
If you want the most FUN one, that's very personal and subjective. It also depends on your format, singles or doubles, and Smogon or official.
I actually really enjoyed gen 6 & 8 VGC, and I used to play a lot of casual doubles matches in gen 4.
