You can tell the exact moment Pokemon completely lost its soul by looking at the in-game locations for finding Pikachu throughout the series. Gens 2-5 were really good about limiting Pikachu's exposure, usually either limiting the rat to one specific special area or completely leaving it out outside of transfers. The less Game Freak started to care about their series, the more they started to loosen up on these restrictions.
