FYI: The white book is referenced in the professor's notes before you give it to him on the mountaintop, which pretty much confirms time travel. I guess since the crystals, combined with terapagos's power, can cause people to be teleported through time and space, the same probably happened with the pokemon Heath saw 200 years ago and because nobody saw Terapagos after that, nobody saw the paradox pokemon again either until the professor built the time machine.
