Those sheets are placed in the same folder as the other Aqua/Magma human refs, as well as those for the gym leaders, the elite four, Birch (and so on) and characters associated with notable plot points in the game. Professor Cozmo and Captain Stern areas well, who both get confronted by either Aqua or Magma. In Stern's case, I don't know if the bunch of grunts that raided the museum were led by an admin in the games so it might've been an optional appearance there (would've been a wasted opportunity to just use grunts though imo). But Cozmo in particular gets forced to collaborate with a group led by an admin in the games. It would've been reasonable to decide on a final appearance for at least one admin of each team early on, since the player meets the evil teams early on and eventually meets these admins. That's what those sheets are.

>>56631695Unfortunately not, no. In general, there seem to be barely ANY anime OCs included in these folders from what I've seen (surprised to have found one Attila & Hun, gonna post it afterwards). After dicking around in the files a bit, I've started to wonder if those particular folders are only holding "essential" characters featured directly in the games - those who the animators were like 99.9% sure they wanted to feature. Would explain why the whole RS elite four had refs despite only Drake getting into the anime. Would also explain why anime OCs that kept reappearing quite often are nowhere to be found while the fucking Move Tutor or Pokeblock grandpa of all characters have ref sheets in RS, kek
