At those numbers the game breaks down and resisted attacks still OHKO. Look at the base Regis. They're all 100 in their attack stats at the most. They're not meant to be strong sweepers.

Having 200 offenses are fine if your movepool is trash with low BP moves. Look at Kartana, which was great but not overpowered because its best move is Leafblade.
With that said, Dark, Psychic, and especially Water, are all stupidly busted.

Pretty sure Juggler trainer class was called ’Gipsy Juggler‘ in Japanese after some video game popular there for a while at least. Hell we still call the Travellers that here.
It‘s also a fantasy class a lot like the amazons.

Assuming it has similar movepool to Regieleki
You still are dealing enough damage to Seismitoad to 3HKO it with Body Slam or Take Down,
252+ Atk Choice Band Deoxys Body Slam vs. 248 HP / 252+ Def Seismitoad: 147-173 (35.5 - 41.8%) -- 86.9% chance to 3HKO after Leftovers recovery
252+ Atk Choice Band Deoxys Take Down vs. 248 HP / 252+ Def Seismitoad: 155-183 (37.5 - 44.3%) -- guaranteed 3HKO after Leftovers recovery
Add spikes and what can you even do defensively against it?

Odds are It'll have ice hammer, Wave Crash, Aqua Jet, Return, Liquidation, Shadow Sneak as its only other viable moves unless you're dumb enough to run a Curse set.

That’s a lot better, even with those coverage moves. Probably would still be banned from OU and would rip apart non-restricted VGC formats.
Still is incredibly fast and still hitting hard with any Water attack.

I like how regivile is a massive fucking threat but is too paper health and slow to do anything with all that Special Attack + Dark Aura before it gets OHKO'd.
