They do have some similarities to the final Zangoose and Seviper, so they probably acted as a springboard for the final idea? I do wonder if they are intended to be a Mongoose and Snake at this point, Suiba has snake elements but Paotsu is so Panda-like that its hard to register him as a Mongoose despite the rodent-lookinh face. That said, Zangoose is also fairly distant from a Mongoose, with it having lots of cat features.
