They don't display Cynthia battling without one of her canon team members (usually Garchomp or Lucario) so if this character in-battle is significant enough to display on the front, she's probably using a Lucario in-game, as they're showing her using it in the box art.
Your choice is accept this is not Emma, or accept the leaks wuz wrong but there's no "have your cake and eat it" option. This isn't supplemental art, like that collage of the characters, Nobles and Legends for L; A they released. This is the box art, displaying the type of scenario you can experience in-game (just as L: A allowed you to view Mt. Coronet from a similar angle in L: A)
