That's the anime's fault, in the games she has short legs, but not that short, PR it's an edit using the game model, the only thing edited is the dress, the anatomy remains intact and you can clearly see her legs.

The Gothitelle line is a reference to certain Victorian customs, such as picnics in cemeteries, displaying corpses for entertainment, making pigments from mummies, stuffing animals and dressing them as humans, speaking to dead relatives through a medium, as well as a characteristic English ghost, the Lady in Black.

Something like a modern version of The Addams Family.

The problem isn’t that it has lips, but the how they are drawn. With full lips you would usually draw them as a doughnut or the upper and lower lips gradually getting thinner and meeting at the corners. Gothitelle’s upper and lower lips don’t connect at all.
Look at Gothitelle with an open mouth and you should see what I mean.

the problem with gothitelle is that it's either gonna get shadow tag as a mega and be banned and then outclassed or people are going to complain it doesn't get shadow tag as a mega
it's fine in-game and I can be happy with that. I quite like that design, too.

I'm pretty sure no other Pokémon has lips like pic related, and I cannot remember seeing them anywhere else either, but I'm sure someone has done it before. I still thinks it is an incredible ugly way to draw them.
