The chuubas I like are doing fine and growing healthily, so I'm not all that worried about "market stagnation" or anything.
As for Cover, it's clear there is a massive market that they aren't capitalizing on that they could be tapping into. Twitch is definitely a good start, but the biggest problem is that nobody knows nor cares about Cover outside of Japan right now. Sure, they've got a big box of viewers, but that can only last so long without actually working with western creators to spread awareness.
Hell, look at Dokibird for a clear example of a vtuber who's spreading awareness and seeding the waters for acceptance through several video game and streaming communities, but also has a significant overlap with holo in terms of viewership.
Fun fact about Doki right now: Apparently sections of the marvel community check her schedules specifically to find out when new Rivals updates drop because she's the only sponsored streamer who actually puts out schedules in advance.
