I think what they meant is that even if she was killed and is sent to hell, she can resurrect herself at any time, so that would make her effectively resurrective immortal.
While this doesn't directly say anything about her tier, it does tell us that she's one of the few 'immortal' hololive characters, which is very impressive. The other ones being only Kiara (limited resurrective immortality) and Watame (resurrective immortality) afaik.
