It seems to be a weird homebrew anti AI art, non fanbox version, or danbooru quality autism filter.
The Twitter mentions prohibiting AI use so it's probably that though.

And I mean really inconstantly, the Twitter version ironically tends to not have the filter or a much lesser version on it half the time:

The artist was already using weird filters before this for the Nene energy drink images and seems to have just decided to try applying it to the entire image.
It's really noticable in some of the other ones like this AZKi one.
