Wrassling is not high art by any stretch of the imagination but even so for something like Cena being a villain you needed to pull out the best writing you could and instead they just went about it very generically and by-the-numbers. People just aren't into it.
The Rock was involved in the story but he pulled himself out of it and they made Travis Scott part of the angle for some reason.
